James LeBlond, P.E. is a graduate of the Ohio State University and a Senior Bridge Engineer in HDR's Cincinnati office. He has over twelve years of structural design experience, including experience designing, rehabilitating and rating both highway and railroad bridges throughout multiple states. More specifically, his experience includes the design and/or analysis of steel plate girder bridges, rolled steel beam bridges, prestressed I-beam and box girder bridges, concrete slab bridges, concrete box culverts, corrugated steel arch culverts, and filled spandrel concrete arch bridges in addition to various retaining walls and substructure units.
Pat Plews, P.E. is a Senior Bridge Engineer with Woolpert in their Dayton headquarters. Pat earned his Bachelor of Science in Civil Engineering from the University of Toledo followed by graduate studies in structural and foundation engineering at the University of Dayton. He has 18 years of experience in complex bridge design with curved or variable width roadways, highly skewed structures, non-redundant elements, retaining walls, and culverts. He has worked on more than 20 large-scale structural improvement or complete replacement projects for ODOT Districts 6-9 including Ohio’s first public private partnership (P3) on the Southern Ohio Veteran’s Memorial Highway.
Tara is a senior bridge engineer at Fishbeck, out of their Cincinnati office. She has been in the transportation industry for 10 years, 6 as a professional engineer, design and inspection bridges across Ohio, Indiana, and Texas. Tara earned her Bachelor of Science in Civil Engineering from Duke University and went on to complete a Masters of Science in Civil Engineering, with a focus in Structural Engineering, at the University of Cincinnati. In addition to the Association of Bridge Construction and Design, she is on the WTS Southwest Ohio Programs Committee, and is a member of the TRIKO Valley Section of the American Society of Highway Engineers.

Duncan Paterson, PhD, PE |
Duncan joined the ABCD Board in 2023 as Treasurer. He is currently the NSBA Director of Bridge Education for the American Institute of Steel Construction (AISC). Dr. Paterson is a member of AREMA Committee 15 – Steel Structures, a member of the TRB Standing Committee on Steel Bridges, and is a member of the AASHTO/NSBA Steel Bridge Collaboration. He is also active in the professional community with several industry-wide presentations and publications. Through his committee and research work, Dr. Paterson has been involved in the development and revision of several articles for both the AASHTO LRFD Bridge Design Specifications and the AREMA Manual for Railway Engineering

Shelby Wilson, P.E., is a Bridge Engineer and recently started with Michael Baker International in their Cincinnati office. Shelby earned her Bachelor of Science in Civil Engineering from Ohio University and is a SPRAT Level I Technician. She has 7 years of engineering experience including performing bridge design calculations, load ratings, and various structural inspections as well as compiling plan sets utilizing OpenRoads, Microstation and AutoCAD. Shelby’s experience includes the design of a variety of aspects of municipal, county and state bridge projects encompassing roadway approach work and hydraulic analysis for bridges in addition to the design of multiple bridge superstructure and substructure types.

Blake Stephens, PE serves as the Director of Bridge Engineering and as a project manager in Burgess and Niple's Cincinnati office. Blake earned a Bachelor of Science in Civil Engineering and a Master of Engineering in Civil Engineering with a focus in structural engineering from the University of Cincinnati. Blake has ten years of state, county, and municipal bridge design and load rating experience working on structures in Ohio, Indiana, Kentucky, West Virginia, Illinois, Oklahoma, Mississippi, and Florida. Blake's bridge design experience includes: curved bridges, highly skewed bridges, rolled and plate steel bridges, prestressed concrete bridges, reinforced concrete slabs, culverts, and retaining walls. Brandon Collett, P.E. is a senior bridge engineer with the Ohio Department of Transportation. Brandon earned his Bachelors of Science in Civil Engineering from Ohio University and his Masters of Science in Civil Engineering from the University of Dayton. Brandon worked at Woolpert LLP for 7 years as a structural engineer designing bridges and retaining walls. He has now been with the Ohio Department of Transportation for 21 years. As the District Bridge Engineer for District 8, Brandon is responsible for overseeing the bridge inspection program for more than 1,500 bridges and 4,500 culverts in the greater Cincinnati and area. Annually, he prepares the District’s multi-year work plan for bridge maintenance, rehabilitation, and replacement. In addition, Brandon initiates field reviews and prepares project scopes for internal and consultant design projects. |

Drew Williams, CSP, is the Regional Safety Manager for The Great Lakes Construction Company and formerly served as an adjunct professor in the Construction Management Program at Northern Kentucky University. He earned his Bachelor of Science in Environmental, Safety, and Occupational Health Management from the University of Findlay. With over a decade of experience in the construction industry, Drew has worked on a wide range of projects, including bridges, tunnels, airports, pipelines, and water treatment plants. His work has taken him across the Midwest, as well as to Maryland and Washington, D.C. |

Angela Tremblay, P.E., is a bridge engineer with LJB Inc. in Dayton. Angela earned her Bachelor of Science in Civil and Environmental Engineering and her Master of Science in Structural Engineering from the University of Cincinnati. She has 19 years of bridge design experience, working mostly on ODOT and LPA projects. In the last 5 years, she has been the lead bridge designer or reviewer on 30+ bridge projects. Her experience includes a wide variety of bridge designs and load ratings, including pedestrian bridges, rehabilitation and deck replacements, prestressed concrete girders, steel plate girders, and curved and high-skew superstructures. In addition to her design work, Angela is a technical editor for the PCI Journal and ASPIRE – The Concrete Bridge Magazine. |

Jon Carroll, P.E., is a senior bridge engineer with Fishbeck in the Cincinnati office. Jon earned his Bachelor of Science in Civil Engineering degree from Ohio University in 2002 and is a professional engineer licensed in OH, IN, NC, SC, GA, and FL. He has experience in the design, inspection and rehabilitation of bridges and structures in OH, the Midwest and Southeast. He has prepared design, plans and load ratings for steel plate girder and beam, truss, masonry arch, prestressed concrete, cast-in-place highway and pedestrian bridges including straight, curved and moveable bridges over waterways and railroads. He also has experience managing and performing above and under water structural inspections on bridges comprised of concrete deck slabs, post-tensioned girders, prestressed girders, steel girders and boxes, cable stay spans, trusses and fracture critical members.

Michael Lenett, PhD, PE was a Senior Bridge Engineer with Patrick Engineering with 26 years of experience in the evaluation, design, rehabilitation and instrumentation of various bridge structures. Mike earned his PhD, Masters of Science and Bachelors of Science degrees in Structural Engineering from the University of Cincinnati. He served as project manager and structural task lead for the design and analysis of over 100 bridge and retaining wall structures including horizontally curved/highly skewed bridges and anchored soldier pile and lagging walls. Mike was a member of the OTEC Program Committee (Structures Subcommittee).
